Yes, I understand that this was during wartime when there were air raid wardens, though if the comic wasn't from 1915, you'd have no idea what they were talking about. This makes more sense than when we saw Looney Tunes as a kid and someone would scream "Put out that light!" and you had no idea what it was a reference to, though.
