This is the last of Cracked #147 from December 1977.
First up is a parody of What's Happenin'? drawn by John Severin
And I found the original for this piece on line. What you can't tell from the resolution it was scanned is that it was drawn on Duo-Tone Board, or Craftint paper, a drawing paper that produces different tones depending on what chemicals you paint onto it, and by all accounts, smells really bad.
In the second panel, where Severin has put highlights onto Cee's skin, it looks more like she has splotches of paint on her face.
