It was one of many car-centered humor magazines, mostly from Petersen Publishing, which published regular car magazines as well. They were different from the humor magazines that were mostly inspired by Mad. Those magazines had many of the same artists, or work you'd see in other magazines or on animated shows. Sometimes with the car comics you had artists like Alex Toth, Robert Williams, Gilbert Shelton, Jim Woodring, but that was because they lived in California. Remember, at one time you had to live in the same city as the magazines you worked for, which was why you had West Coast cartoonists as opposed to East Coast ones. I dig those clothes they wear.
