These mini-comics were started by Chris Ware I think when he lived in Austin, TX. All local cartoonists would work on them and only they would get copies. All of them brought this tradition when they moved to other places, and there are groups who did “secret” mini-comics in Chicago, San Francisco, and other places. I tried to get it going when I lived in Atlanta for a year, and then a few years ago in White River Junction, VT. I think Tom King and Walt Holcombe introduced us to this when they moved to Los Angeles from Austin. Now with the web you can see what you otherwise wouldn't. Isn't technology great?
